The initial part of the keynote was covered by Ian Scattergood, also known as the Permit Pro, an ADU expert with more than 30 years of experience in the residential construction industry in San Diego, California. Ian shared recent changes in zoning regulations and HOA restrictions for ADUs, focusing on state requirements and guidelines that can inform Appraisers on how to address Granny Flats / ADUs in the rapid-changing real state market and residential construction industry in San Diego County.
